- Born on June 7, 1978, in the city of Volodymyr-Volynskyi, Volyn region. In 1993, he graduated from the 9th grade of general education school No. 3 in Volodymyr-Volynskyi, and in 1996, he graduated from the Volodymyr-Volynskyi Higher Vocational School and obtained the profession of "Electric Gas Welder." Since 1996, he has been in the Armed Forces of Ukraine. In 2001, he graduated from the Kyiv Military Institute of Management and Communication, twice awarded the Order of the Red Banner. Since 2001, he served in the 51st Separate Guards Perkop-Kharkiv Prague-Volyn Order of Lenin, twice awarded the Order of the Red Banner, and the Orders of Suvorov and Kutuzov Mechanized Brigade of the Ground Forces of the Armed Forces of Ukraine (military unit A2331, city of Volodymyr-Volynskyi, Volyn region). In 2004-2005, he participated in the UN peacekeeping mission in Kosovo. Since April 2014, he participated in the anti-terrorist operation in eastern Ukraine. On July 28, 2014, Major Khmeletskiy was killed during a mortar shelling by Russian-terrorist groups of a column of Ukrainian military equipment near the village of Saurivka in the Shakhtarsky district of Donetsk region during the battles for the Savur-Mohyla height. On July 31, 2014, he was buried in the cemetery of Volodymyr-Volynskyi. On October 13, 2015, a memorial plaque was unveiled in the city of Volodymyr-Volynskyi on the facade of general education school No. 3 (Kovel'ska Street, 111), where Viktor Khmeletskiy studied.Book of Remembrance for Ukraine - Ukrainian memorial
