- Born on July 23, 1989, in the village of Hurivtsi, Koziatyn district, Vinnytsia region. Graduated from the general education school in the village of Hurivtsi, Koziatyn district. Served under contract in the 13th separate airborne battalion of the 95th separate airborne brigade of the Ground Forces of the Armed Forces of Ukraine (military unit A1910, Zhytomyr), then transferred to the 307th separate battalion of electronic warfare of the 8th army corps of the Ground Forces of the Armed Forces of Ukraine (military unit A0804, Berdychiv, Zhytomyr region). Was discharged to the reserve. For some time worked in the State Penitentiary Service of Ukraine in Zhytomyr region. In March 2014, mobilized into the ranks of the Armed Forces of Ukraine. Served as the commander of the reconnaissance platoon of the 128th separate guards mountain infantry Turkestan-Zakarpattia twice Red Banner brigade of the Ground Forces of the Armed Forces of Ukraine (military unit A1556, Mukacheve, Zakarpattia region). Since the summer of 2014, participated in the anti-terrorist operation in eastern Ukraine. Participant in the battles for the cities of Popasna in Luhansk region and Debaltseve in Donetsk region. On December 23, 2014, during shelling by Russian-terrorist groups of the positions of Ukrainian troops near the city of Debaltseve in Donetsk region, he received a shrapnel wound to his right shoulder. On January 27, 2015, after treatment and rehabilitation, he returned to the area of the anti-terrorist operation. In March 2015, he was discharged to the reserve. In October 2015, he ran for the Koziatyn District Council in the local elections from the European Party of Ukraine. From December 11, 2015, he served under contract in the ranks of the Armed Forces of Ukraine. From December 2015 to February 2016 - a cadet, from February 2016 - an instructor of the training platoon of the training company of the training battalion of the 199th training center of the High Mobility Airborne Forces of the Armed Forces of Ukraine (military unit A2900, Zhytomyr). Since the fall of 2016, he again participated in the anti-terrorist operation in eastern Ukraine. On November 11, 2016, junior sergeant Otsabera was killed as a result of an explosion from a mine while performing a combat mission near the city of Toretsk in Donetsk region. On November 13, 2016, he was buried in the cemetery of the village of Hurivtsi, Koziatyn district. In December 2016, a memorial plaque was installed for sergeant Otsabera in the city of Zhytomyr on the territory of military unit A2900, where he served.Book of Remembrance for Ukraine - Ukrainian memorial
