- Born on February 20, 1981, in the city of Pidhorodne, Dnipropetrovsk (now Dnipro) district of Dnipropetrovsk region. In 1996, he graduated from the 9th grade of general education school (now educational and training complex) No. 3 in Pidhorodne, Dnipropetrovsk (now Dnipro) district, and in 2000, he graduated from the Dnipropetrovsk Industrial Technical School named after the Order of the Red Banner of Labor (now Dnipro Industrial College, city of Dnipro) with a specialty in "Installation and maintenance of automation means and systems for technological production." From November 23, 2000, to October 5, 2001, he served in the Internal Troops of the Ministry of Internal Affairs of Ukraine (military unit 4125, city of Pavlohrad, Dnipropetrovsk region). From May 28, 2002, to July 4, 2006, he worked as an electrician for the operation of distribution networks of the third qualification group, from July 4, 2006, to September 3, 2007, as an electrician for the operation of distribution networks of the fourth qualification group, and from September 3, 2007, he worked as a dispatcher in the operational dispatch group of the Dnipropetrovsk district electric networks of the Public Joint Stock Company "DTEK Dniprooblenergo" (city of Pidhorodne, Dnipropetrovsk district). In 2013, he graduated from the Dnipropetrovsk State Agrarian University with a specialty in "Mechanization of Agriculture" and obtained the qualification of a mechanical engineer. On April 5, 2014, he was called up for partial mobilization to the Armed Forces of Ukraine. He served in the 93rd Separate Guards Mechanized Kharkiv Red Banner Brigade of the Ground Forces of the Armed Forces of Ukraine (military unit A1302, urban-type settlement Cherkaské, Novomoskovsk district, Dnipropetrovsk region). From July 2014, he participated in the anti-terrorist operation in eastern Ukraine. On September 13, 2014, Russian-terrorist groups fired on a vehicle of Ukrainian soldiers near the settlement of Krasny Partizan (now Betmanove) in the Yasynuvata district of Donetsk region. As a result of the shelling, Sergeant Dragan and soldier Serebrynsky, who were inside the vehicle and performing a combat mission, were killed. On October 6, 2014, he was buried in the cemetery of the city of Pidhorodne, Dnipropetrovsk district. On May 6, 2016, a memorial plaque was opened in the city of Pidhorodne, Dnipropetrovsk district, on the facade of the educational and training complex No. 3 (Kashтанова Street, 1), and on May 8, 2019, another memorial plaque was opened in the city of Dnipro on the facade of the Dnipro Industrial College (Sergiy Nigoyan Avenue, 55), where Oleksiy Dragan studied.Book of Remembrance for Ukraine - Ukrainian memorial
