- Born on August 6, 1966, in the city of Berdychiv, Zhytomyr region, in a family of workers. In 1981, he graduated from the 8th grade of secondary school No. 1 in Berdychiv, and in 1985, he graduated from the Berdychiv Machine-Building Technical School with a specialty in "Technician-Technologist." From 1985 to 1987, he served in the military, and from 1987, he continued his service in the 26th Odessa Red Banner Border Detachment of the Western Border District of the Border Troops of the State Security Committee of the USSR (military unit 2138, city of Odessa). He graduated from the warrant officer school. His last position was senior specialist at the special communication post of the special and documentary communication center of the communication support base of the Southern Regional Department of the State Border Guard Service of Ukraine (military unit 1469, city of Odessa). Since 2014, he participated in the anti-terrorist operation in eastern Ukraine. In July-August 2014, for 22 days, as part of the motorized maneuver group of the State Border Guard Service of Ukraine, he defended the State Border under constant shelling from Russian-terrorist groups and from the territory of the Russian Federation. On August 6, 2014, Senior Warrant Officer Dikhtevskyi died from significant blood loss as a result of shrapnel wounds sustained during the shelling by Russian-terrorist groups of a column of Ukrainian military during an organized breakthrough from encirclement in the area of the urban-type settlement of Nizhniy Nagolchik in the Antratsyt district of Luhansk region. He was buried at the Tairov Cemetery in the city of Odessa. On October 13, 2016, a memorial plaque was unveiled in Berdychiv on the facade of secondary school No. 1 named after T.G. Shevchenko (51 Yevropeiska Street), where Viktor Dikhtevskyi studied.Book of Remembrance for Ukraine - Ukrainian memorial
