- Born on January 20, 1968, in the urban-type settlement of Kupiansk-Vuzlovyi, Kupiansk City Council, Kharkiv Oblast. In 1983, he graduated from the 8th grade of Kupiansk Secondary School No. 8 (now Kupiansk Gymnasium No. 7) in the urban-type settlement of Kupiansk-Vuzlovyi, then attended the Kharkiv Cultural and Educational College (now Kharkiv Higher College of Arts - Kharkiv). From May 30, 1986, to June 24, 1988, he served in the Armed Forces of the USSR. He then served in a special unit of the Internal Troops of the Ministry of Internal Affairs of the USSR. In the early 1990s, he participated in ensuring the establishment and maintenance of law and order in Abkhazia. He was a champion in hand-to-hand combat in the Ministry of Internal Affairs system at all-Union competitions. He studied at the Higher Investigative School of the Ministry of Internal Affairs in Volgograd (Russian Federation). In 1994, he graduated from the Kharkiv University of Internal Affairs (now Kharkiv National University of Internal Affairs, Kharkiv). He worked in the transport police in Kharkiv. He lived in the urban-type settlement of Kivsharivka, Kupiansk City Council, Kharkiv Oblast. In the late 2000s - early 2010s, he worked as the director of the municipal enterprise "Directorate of the Single Customer" of the Kupiansk City Council (city of Kupiansk). In May 2014, he voluntarily joined the ranks of the patrol police battalion of special purpose "Dnipro-1" of the Main Department of the Ministry of Internal Affairs of Ukraine in Dnipropetrovsk Oblast, where he served as a policeman in the 2nd platoon of the 5th company. Call sign "Leader." From spring-summer 2014, he participated in the anti-terrorist operation in eastern Ukraine. He carried out combat missions in the areas of the cities of Krasnoarmiisk (since 2016 - Pokrovsk), Mariupol, Novoazovsk, the urban-type settlement of Sedove in the Novoazovsk district, and the village of Pisky in the Yasynuvata district of Donetsk Oblast. On September 14, 2014, police sergeant Vitaliy Ukrainets was part of the crew of a special unit covering a tank column of the Armed Forces of Ukraine. Near the village of Pervomaiske in the Yasynuvata district of Donetsk Oblast, the fighters engaged in combat with a sabotage group of militants. During the combat clash, sergeant Vitaliy Ukrainets was killed.
