- Born on January 28, 1974, in the city of Angarsk, Irkutsk region (Russia). Lost his parents at an early age. Studied at an orphanage in the city of Shelekhov, Irkutsk region (Russia). As a teenager, he was adopted. Together with his adoptive parents, he moved to the village of Irzhavets, Ichnya district, Chernihiv region. Attended the secondary school in the village of Irzhavets. Later, his adoptive parents abandoned him, and he was raised by a fellow villager. From 1990 to 1991, he studied at the Ichnya branch of the Sokyrynske vocational technical school No. 36 (now the State Vocational and Technical Educational Institution "Ichnya Professional Agrarian Lyceum") specializing in "tractor driver-machine operator of a wide profile." From June 15, 1992, to April 22, 1994, he served in the Armed Forces of Ukraine, discharged with the rank of sergeant. After demobilization, he returned to the village of Irzhavets. Worked at the Huzhiv railway crossing (village of Huzhivka, Ichnya district, Chernihiv region), then as a security guard. On March 19, 2014, he was mobilized into the Armed Forces of Ukraine. Served as a driver in the logistics company of the 1st separate guards tank brigade of the Ground Forces of the Armed Forces of Ukraine (military unit A1815, urban-type settlement Hontcharivske, Chernihiv district, Chernihiv region). Since 2014, he participated in the anti-terrorist operation in eastern Ukraine. On July 30, 2014, near the village of Shyshkove, Slovianoserbsk district, Luhansk region, while carrying out a mission to deliver ammunition and food to a checkpoint, the vehicle in which Sergeant V.M. Moiseenko was located was blown up by a landmine. The explosion detonated the ammunition being transported in the vehicle. As a result of the explosion, Major S.P. Derkach and Sergeant V.M. Moiseenko were killed. He was buried on August 2, 2014, in the cemetery of the village of Irzhavets, Ichnya district, Chernihiv region.Book of Remembrance for Ukraine - Ukrainian memorial
