Volodymyr I. Lozheshnikov (Est)

Born into a family of workers, of Russian nationality. Since 1979, after graduating from high school in Pskov region, he served in the military, and in 1984 he was accepted into the internal affairs bodies. He graduated from the Tallinn Special Secondary School of the Ministry of Internal Affairs, and in 1990 he moved to Cherkasy, where he worked in the local militia for 20 years. In 1997, he graduated from the National Law Academy named after Yaroslav the Wise and retired from the position of deputy head of the criminal investigation department of the Sosnivsky district department of internal affairs. While on well-deserved rest, he raised a son and a daughter, engaged in entrepreneurship, and at the same time was a well-known public activist in the city — he took care of the activities of the local public order protection formation, and in May 2014 he ran for a deputy of the Cherkasy City Council. In his address to voters, he wrote: "The main thing in life is to be open, to be true to your word, and to have no shame for your actions. You can only teach a child to cross the road at a green light if you yourself go at a green light. I follow the ethical rule — treat people as you want to be treated. As a resident of Cherkasy, I want our city to develop not in words, but in the deeds of those who are responsible for their work. The streets should be clean, well-lit, and the yards should be well-kept. Entrepreneurs need to develop the economy, not be afraid for their business. Law enforcement agencies must protect the law and order…". "He was always a positive person. If Volodya said he would help, he always helped," recalls the friend of the deceased, local theater actor Oleksandr Humenniy. "We met during the elections, where we were on the same team, and this short period of time was enough for me to see the sincerity of his soul, the openness of his heart, the love for life, simplicity and ease in communication, and many other wonderful qualities of my new friend…". Not becoming a deputy, at the end of May, Volodymyr Lozeshnikov, holding the rank of reserve soldier, voluntarily joined the ranks of the National Guard reserve battalion "Donbas".
